My letter to the Department of the Environment dated 25/11/1990.

Dear Mr O'Hare,

In reply to your letter of the 19th inst., you state that you have to wait for advice from the Official Solicitor. Why?
It would appear that your office has distributed 300,000 without seeking legal advice from your own solicitor.
The Department of the Environment had no authority to deal with property stolen from my mentally handicapped brother and pay out the above amount to those who had no good or legal title.
Messrs John Laing Ltd., have been put in a very awkward position. They have been permitted to build on stolen ground.
My brother is the legally proven owner of this land and must be compensated by your office. Those who were compensated by your office could not have been proven to be the legal owners.
How could the Official Solicitor be dealing with the compensation now, when you have already distributed the money to those not legally entitled to it? [Did the Official Solicitor actually take possession of the Vesting Order compensation too???]
I await further clarification on the above matter.
